1.0 About Second Level Domain Names
   
  What is a Second Level Domain Name (2LD)?
  A second level domain name (2LD) is a shorter domain name (e.g 'abc123.my') as compared to a third level domain name (3LD) (e.g. 'abc123.com.my'; 'abc123.org.my').
  2LD registrations were permitted in the early years of domain name registration. However the trend towards categorizing domain names according to activities and nature of business created demand for 3LDs like org.my; net.my; gov.my; edu.my.
  The increasing popularity and demand for the 3LDs led to the closure of 2LD registrations.
  With other nations beginning to offer 2LDs, MYNIC will now be reintroducing the .my country level 2LDs.
   
  What is the process for the launch of 2LD?
  The launch of 2LD is as in the following main stages:-

2.0 Eligibility
   
  Am I eligible to register a 2LD?
  Yes. The registration is open to any individual or legal entity, subject to MYNIC's terms and conditions.
  If you are a minor - below eighteen (18) years of age, your parents/guardians must register your 2LD on your behalf. The 2LD can then be transferred from your parents to you when you reach eighteen (18) years of age.
   
  Are there registration guidelines?
  Yes, the guidelines are as follows:
 
  • Every 2LD registration will be considered a new registration.
  • If an existing 3LD registrant registers a 2LD, the registrant is given a choice to either retain the 3LD name or request MYNIC to delete the 3LD/s.
  • Each registrant must enter into an agreement with MYNIC in respect to the 2LD's registered and abide by the terms and conditions set by MYNIC.
  • Registrants must not infringe upon any registered trademark in registering 2LD names.
  • A 2LD chosen must not be identical or confusingly similar to either a registered trademark business or company name in Malaysia.
  • A 2LD chosen must not infringe the rights of any third parties in relation to any applicable treaties or agreements.
   
  When should I register?
  If you are an existing domain name registrant via the 3LD, you will be offered a two month Priority Entry Period to register your exact 3LD under the 2LD.
  If you do not have a 3LD domain name, you may apply for a 2LD during Phase II after the priority entry period offered to existing registrants.
   
  Explain Phase I and II
  Phase I [1st November 2007] - [31st December 2007]
 
  • 2 month Priority Entry Period. A window period for existing 3LD registrants to register the equivalent names as 2LD/s before registration is opened to the public.
  • Only registrants who have registered 3LD/s with MYNIC before or by 5.00 p.m. on 26th October 2007 with an active domain name (i.e. not pending a transfer or deletion process) at the time of application will be entitled to apply for 2LD/s during the priority entry period. Applicants during this period must ensure that the chosen 2LD name is exactly the same as their currently registered third level '.my' domain name. E.g.: 'abc123.com.my' can only be registered as 'abc123.my'. No other extensions or variation will be allowed.
  • All applications for a 2LD where its equivalent 3LD is the subject of the MYDRP-process and/or related proceeding will not be processed by MYNIC until such time as the said process and/or proceeding has been duly finalised, concluded and/or otherwise resolved between the parties, as to be solely determined by MYNIC.
  • Notwithstanding the Registration Agreement, registrations during this period will not be on a first come first served basis. All applications will be collected and processed at the end of the entry period.
  • Applicants with the earliest original registration for 3LDs will be given priority.
  • A list of overlapping 3LDs will be displayed on the MYNIC website on 1st November 2007. Selection will be made from the received applications based on the earliest registration for the equivalent 3LDs.
  • All the above requirements are subject to the reserved domain names for public/government bodies and holders of existing '.gov.my' third level domain names.
  • It is not compulsory for third level domain registrants to register within this window period.
   
  Phase II [ March 2008 onwards]
 
  • During Phase II, registrations will be opened to all Malaysian entities and individuals
  • Applications during this period will be processed on a first come first served basis. Applicants will have to submit the necessary supporting documents as required by the MYNIC terms and conditions.
  • The applicant may apply for any number of 2LD/s during the registration.
  • At least 6 months after the commencement of Phase II, MYNIC may take the approach of opening up registrations for .my 2LD to the world at large.
   
  What happens if there is more than one application for the same 2LD?
  Multiple applications for the same 2LD could arise when different parties have registered in different categories. For example:-
  Company A could have registered 123abc.com.my and;
  Company B could have registered 123abc.net.my.
  In such a situation, the selection will be processed based on earliest original registration for their 3LDs. The example below shows priority for the second level domain 123abc.my given to company B:

  In the event the equivalent 3LDs are registered on the same date, MYNIC will refer to the time of registration and will accept the application of the Registrant with the earliest time of registration of the equivalent 3LD. The time as registered in MYNIC's database/system is deemed final.
   
  Are there any other conditions when applying for the domain name?
  All 2LD applications are subject to the following prohibitions:-
 
  • the use of country or state names, whether in Bahasa Malaysia or English,
  • the use of religious-sensitive words in Bahasa Malaysia or English such as "Islam", "Christianity", "Buddha" or "Hindu",
  • the use of whole or part of words that are offensive, scandalous, indecent, obscene or contrary to Malaysian norms,
  • the use of words such as "bank", "finance company" or derivatives of these words in other languages for registrants not involved in the finance or banking sectors. (except with written consent from the Ministry of Finance as per Section 15 of the Banking and Financial Institutions Act 1989.
   
  Can I create sub-domains under the 2LD?
  Yes you can, but only for your own internal use. The operating, renting, leasing, licensing, trading or in any other way dealing in or permiting the use of any sub-domains so created, whether to a third party or on behalf of or for the benefit of any third party, whether for profit or otherwise, is strictly not allowed.
   
  I have a personal "name.my" domain name registered with MYNIC. Do I qualify to apply for a 2LD during the Priority Entry period?
  Yes, a personal domain name is also a 3LD so you will be able to apply for a 2LD.


3.0 Applying for a Second Level Domain Name
   
  Who handles 2LD applications?
  All applications made during the Priority Entry Period will be handled by MYNIC's appointed resellers.
   
  What do the Resellers do?
  The Resellers are to guide you through each step of registration process and also collect the relevant payments. They usually offer non-MYNIC-related domain name services such as name hosting and data services and sometimes bundle the registration service with their other products and/or services. It would be best to shop around for the best offer/package that suits your needs. MYNIC charges should be stated clearly on all invoices and bills, distinct from any charges that the Reseller may impose for other services you may purchase from them. MYNIC is not responsible for these other services supplied by the Resellers.

  Once approved, how do I keep my 2LD name registered?
  Timely payment of annual fees and abiding by MYNIC's Agreement as well MYNIC's existing policies and procedures should enable continuous use of the registered 2LD name.

However, MYNIC reserves the right to revoke the domain name at any time should MYNIC find any information supplied in your application to be incomplete, incorrect or inaccurate or should MYNIC find that the 2LD name infringes MYNIC's policies and terms and conditions.
   
  If I have a dispute, who do I refer to?
  If there are any disputes with regards to the 2LD's registered by MYNIC, the issue will be handled in accordance to the MYNIC Name Dispute Resolution Policy.

This service is run by the Regional Centre for Arbitration Kuala Lumpur.

The registrant can also have the choice of negotiating with the related parties, litigating the matter in court or through mediation or arbitration.


4.0 Fees and Payment
   
  Do I have to pay a fee?
  Yes. All 2LD registrations have a maximum suggested retail price of RM 120 a year.
   
  Do I have to pay renewal fees?
  Yes, each registration must be renewed annually. Please refer to your selected Reseller on all payments.
   
  How will my renewal notice be sent?
  An e-mail renewal notice will be sent by your Invoicing Party to inform you when your domain name is up for renewal. For details on your Invoicing Party check out our WHOIS service.
   
  Where can I check for the expiry date?
  You can look up your domain name's expiry date on our WHOIS service.
   
  What happens to my registration fee should my application be rejected?
  Should your application be rejected, a notification will be sent to you and the Reseller whom you have applied with. Please ensure you discuss any refund policies with your selected Reseller prior to application.


5.0 E-mail Forwarding
   
  Will there be any e-mail forwarding services available?
  No, e-mail forwarding services will not be made available for all 2LD registrations.
